Request for Proposal (RFQ) Law Firm Services

Robeson County Housing Authority is pleased to announce a Request for Proposals (RFQ) for a Law Firm Services. The purpose of this RFQ is to provide a fair evaluation for all candidates and to provide the candidates with the evaluation criteria used to judge the proposals.

To facilitate the review process, applicants must submit proposals as a hardcopy (paper). All proposals must be well organized and succinct.

The RFQ can be obtained from Robeson County Authority between the hours of 8:30 -5:00 p.m. EST (Monday- Friday), located at 100 Oxendine Circle, Lumberton, NC 28360 or requested from Jamie Oxendine(joxendine@robesonha.org) via email or faxed to the attention of Jamie Oxendine at 910.738.4867.

Deadline Notices

Closing Deadline: 6/20/2024
Hardcopy must be received by Robeson County Housing Authority by: No later than 4:30 p.m. EST on 02/20/2024.

Bid Opening: 6/24/2024
The Bid Opening will be at Robeson County Housing Authority 10:00 a.m. EST on 02/24/2024. Late or incomplete proposals will not be considered.

Mission
"Live, Work, Play, Grow" is the vision Robeson County Housing Authority has for its residents living in our four housing communities, throughout Robeson County. It is our quest to fulfill this vision by providing affordable decent, safe, and sanitary housing opportunities to low and moderate-income families, including elderly and handicapped persons, while supporting programs to foster economic self-sufficiency. We create pathways out of homelessness through empowerment, education, and advocacy.

RCHA Board of Commissioners
The Robeson County Board of Commissioners serves as the Board for the Robeson County Housing Authority. As the governing body, the Board sets policy for the Housing Authority.

Submission Requirements

  1. Submit Proposal in a 11 x 14 envelope (include your company name and address). Proposals must be sealed and marked "Sealed Proposal - Do Not Open." If you mail your proposal, it will be date and time stamped when received. If hand-delivered or sent by courier, be sure that the sealed envelope is date- and time-stamped by the RCHA Office staff.
  2. Pages of the RFP should be attached by a paper clip and numbered at the bottom.
  3. Complete Attachments A-H in its entirety

Vendor Eligibility

Individuals, businesses and organizations must be able to legally work in the United States of America. Vendor must meet all eligibility requirements of RCHA and other government agencies (i.e., HUD) as required. Selected vendor to provide documentation of eligibility as requested. Specific forms (if required) will be provided to the selected vendor for completion prior to the contract award.


Scope Of Work

It is the intention of the Housing Authority to enter into an agreement with a qualified law firm to provide legal services on behalf of the Housing Authority at a fixed hourly rate and an alternate bid for Retainer Services and compensation. The Housing Authority will select a general counsel to represent and advise the Housing Authority Board of Commissioners and Staff in the following areas:

  1. Advise on governmental legal issues
  2. Pursue court-ordered compliance, injunction and abatement, and institution of civil penalties as laid out in the Robeson County Unified Development Ordinance.
  3. Review personnel, fiscal and other policies, as well as organizational by-laws
  4. Attend governing board and committee meetings as necessary
  5. Advise on government grant and contract issues
  6. Advise on responses to subpoenas, court orders, and requests for information from third parties
  7. Defend lawsuits, administrative claims, or other legal claims
  8. Conduct litigation as necessary
  9. Provide legal advice to RCHA personnel regarding mixed-finance, RAD, and LIHTC, including, but not limited to, project financing, project development and management, and applicable statutory, regulatory or policy requirements
  10. Other legal services as needed

Legal services shall include, but are not limited to, providing general counsel to the Board of Commissioners and RCHA staff on matters relating to housing policy and management, real estate acquisition, development and disposition, construction procurement and procedures, North Carolina General Statutes, federal laws and compliance and working with RCHA staff to resolve issues relating to RCHA's lease documents, resident lease violations and eviction procedures.


Proposal Requirements

  1. Proposals shall be submitted on the company letterhead, and signed by a person or persons authorized to bind the firm to a contract.

  2. Description of the company and qualifications of all staff (including copies of all licenses, resumes, and other pertinent information) involved in the provision of services must be included.

  3. A minimum of three (3) professional references must be included.

  4. A certified statement that neither the firm nor members of the firm or individuals in the provision of services are debarred, suspended, or otherwise prohibited from professional practice by any Federal, State, or local oversight regulatory, or law enforcement authority.

  5. Evidence of all appropriate and applicable insurance coverage carried by the firm or individual, including policy coverage periods.
